Assigning ISIL in Nepal

ISIL is standard identifier for libraries, archives, and museums. Institute for Social Policy and Research Development (ISPRD) is national registration authority for assigning ISIL numbers in Nepal to libraries, archives, and museums. In this work, we provide outlines of how ISIL numbers are assigned by ISPRD for libraries, archives, and museums across entire Nepal for varying institutions and bodies.
Initials:
Libraries are provided indices 01, Archives are provided indices 02, and Museums are provided indices 03. Hence our first part of ISIL looks like
01-       (For Libraries)
02-       (For Archives)
03-       (For Museums)

Nature of organization and Assigning ISIL number
There are three types of categories defined in this section. Indices "01" refers to private firms, organizations, companies or institutions. Indices "02" refers to governmental bodies, companies owned by government or having more then 50% shares owned by government, or government corporations and authorities, ministries, departments and other institutions. Indices "03" refers to public enterprises, companies, organizations, or institutions. "NP" refers to country code which is assigned at beginning.
Thus at this stage ISIL for Libraries looks like: 
NP-01- 01 (For Private sector)
NP-01- 02 (For Government sector)
NP-01-03 (For Public sector)
For private and public sector, assigning generally begins from head offices with their head offices having indices "00". Then our ISIL looks like:
01-01-00- (For private sector)
01-03-00- (For public sector)
If there are no any branches of those private or public firm and they solely act as head office, then a alphabet is introduced "Z" indicating the absence of branch. Hence now our ISIL looks like
01-01-Z- (For private sector)
01-03-Z- (For public sector)
From this point onward, intrested private and public bodies are assigned number based on first come first registration basis following number beginning from 1,2...till needed, where "NP" is assigned as prefix.
Thus for the first private and public body, ISIL now looks like
NP-01-01-Z1-01 (For Private sector)
NP-01-03-Z1-01(For Public Sector)
Second ISIL number would like like:
NP-01-01-Z2-01(For Private sector)
NP-01-03-Z2-01(For Public sector).

Here indices "01" refers to the district code as per citizenship. For an example 01 at the last refers to Taplejung District for ISIL to bodies which doesn't have any branches to encorporate address. However that is not the case for other entities.
Hence ISIL is assigned completely.
However in government sector, assigning generally begins from ministries and departments or their head offices of corporations. For ministries ISIL are  by indices "00" after the initials 01-02.
Thus for a ministry of government, ISIL looks like
01-02-00
After that assigning is done on the basis of first come first registration beginning from indices M1,M2..till needed followed by "-NP" as country code as prefix where M denotes ministries.
Thus for the ministry which comes first to get ISIL number, ISIL looksdescribed like
NP-01-02-00-M1
For second ministry, ISIL would look like as
NP-01-02-00-M2
ISIL assigning is thus completed for ministries.

For offices that work independent of ministries ISIL is assigned as 

NP-02-01

where 01 indicates the first office to get ISIL that works independent of ministry or which doesn't fall under any ministry.
For departments and corporations, head office is introduced at first, with another indices "D1", "C1", and "A1" where alphabet D denotes departments and C refers to corporation or governmened owned companies, and "A" refers to authorities, where indices"00" are still placed before these values to denote head office.
Thus for government sector, ISIL now looks like as:
NP-01-02-00-M1-D1 (For government departments like Revenue Investigation Department)
NP-01-02-00-M1-C1 (For government corporations like Nepal Oil Corporation)
NP-01-02-00-M1-A1 ( For government corporations like Nepal Telecom and Nepal Electricity Authority)
This is the assigned ISIL when these government bodies doesn't have any branches besides head office and the numeric value on "D1", "C1", and "A1" goes on increasing like "D2", "C2", "A2" and so on, on the basis of first come first registration as per bodies.

Now, when branches are added into account, then the branch number is assigned to ISIL after indices,"D1", "C1", "A1" on the basis of district code used on citizenship of Nepal. That means branch office at Taplejung district would get indices "01" where as branch office at Jhapa district would get indices "04". This then applies to entire nation. For Private and Public companies having branches, same methodology is followed.
Thus for government body, let us take an example of department, having it's branch at Taplejung, ISIL looks like
01-02-00-M1-D1-01-
If there is only one branch at district then ISIL is assigned with value"B1", where B denotes branch, and 1 denotes branch number. For second branch within same district the numerical value goes on increasing as "B2", "B3" and so on. 
Thus for the first branch at Taplejung district, ISIL number would conclude as
NP-01-02-00-M1-D1-01-B1
and assigning would go on.
This is same for all government bodies.
For private and public bodies when branches are taken for the district, same methodology is followed using district code and Branch number"B1", "B2" and so on. Hence their ISIL number concludes as
NP-01-01-00-M1-D1-01-B1 (For  private bodies having first branch at Taplejung district)
NP-01-03-00-M1-D1-01-B1 (For public bodies having first branch at Taplejung district)
Thus in this way our ISIL assigning gets completed.

However, for the libraries that belongs to a particular individual like as personal library at home,
ISIL looks like
NP-01-01-01-H1

Indices "01" after "01" refers to personal entity.
This is for private library of an individual at his home (personal library) at Taplejung district, where alphabet"H" denotes home. And assiging is done on the basis of same district code followed by numeric value which goes on increasing on the basis of first come first registration like as "H1", then "H2" and so on. Indices "00" is excluded as it is for personal library at home defined by alphabet "H"
ISIL for archives and museums are distributed in exactly similiar way having indices beginning from "02" and "03" as

Hence a private archive at Taplejung would look like
NP-02-01-01-H1 
And a private museum at Taplejung would look like
NP-03-01-01-H1 

Here also, indices "01" after indices "02" and "03" refers to personal entity of individual nature.

Similarly for Embassies, Consular offices and Consulates, and diplomatics organizations ISIL begins with indices "04" after prefix NP as 
NP-04-
For Embassies, Alphabet "E" is assigned after indicies and ISIL are assigned as E1, E2, and so on, relying of first come, first registration.
Thus if we suppose Russian Embassy comes for first registration to get ISIL numbers, ISIL is assigned as
NP-04-E1
Similary for second Embassy ISIL is assigned as
NP-04-E2
For consular offices, Alphabet "CO" is added to distinguish it from Nepalese corporations, and
ISIL is assigned on the same basis of first come, first registration.
NP-04-E1-CO1
This denotes Consular Office of the first embassy to get ISIL number.
For Diplomats who doesn't have embassy in Nepal but do have consular offices, alphabets "CO" are assigned immediately after indices "04" following numbers on the basis of first come first registration as
NP-04-CO1
This denotes the Consular office of foreign nations which doesn't have embassy in Nepal.
For INGOs, alphabet "I" is assigned after "E1" followed by numbering.
For INGO of Russia, ISIL would be like as
NP-04-E1-I1
And so on, it would go. INGOs are discussed as per their registration in their respective parent nation.
For Cultural centres like of Russia and China in Nepal, and other centres like American Centres of U.S, alphabet "CU" is assigned after "E1" as 
NP-04-E1-CU1
This numbering is to allow flexiblity to diplomats who wishes to open more then one consular office or even more then one cultural centers.
For High Comissions, alphabet"HI" is added after Embassy's prefix "E1" if embassy is present, otherwise simply "HI1" is provided after indices "04" relying on first to seek ISIL.
Then our ISIL looks like
NP-04-E1-HI1 (For High Comission having Embassies in Nepal)
NP-04-HI1( For High Comissions doesn't having Embassy in Nepal)
For INGOs that lacks both Embassy, and Consulate in Nepal, ISIL are assigned as
NP-04-I1 relying of first come first registration directly untill formal embassy or consulates gets opened and follows the ISIL structure as mentioned above.


Now when it comes to assigning ISIL to University's library, they are assigned by indices "U" as
NP-00-U and the first assignation would be NP-00-U1, where as for schools, colleges, academies, and councils, they follow general structure as mentioned above either be public, private or governmental. For schools, faculties and departments of universities, having libraries ISIL is further extended as

NP-00-U1-S1-D1

where S refers to school, and D refers to department.

For administrative offices of universities,

NP-00-U1-A1-O1

where A refers to administration purpose and o refers to certain office for administration.

Similiar if a organization has library, archive and museum all three, then it's ISIL is assignd with indices "123" as NP-123-O1  where O1 is the first organization to get ISIL number.
