For the education at local levels in Nepal

From quite a time ago, in Nepal we can see that education is on the verge of decentralization in local levels for taking examination of particular class. This means that central board level examination now talked as SEE Board for grade 10 will be repelled and it would no longer be in action to work. Now let us examine few consequences what happens when education till grade 10 is decentralized till local level particularly for taking the annual examination.

Pros:
The only pros author finds is, it would make personnel-in-charge at local level competent to work at national level and at university level when inter-department transfer is allowed for working employees. For an example, local levels can bring local acts for education sector, and the means of taking examination would really make public feel that power of nation has been handed to local levels.

Cons:
There are several cons for this system. They are listed below:
1. First cons is that, educational value would decline due to influence of local levels on education, as everyone would demand their children getting flying colours in results of examination.
2. Value of certificate would decline because there 753 local levels in Nepal (as of Sept 21, 2023). This would mean there would be 753 sets of examination question for board examination of Class-10. Some would have easy questions where a weak student even can get higher grades where as some would have tough questions where even good student would get lost grades. 

Proposed Solution:
It's true that even if cons are observed, it would result the very same demand till higher education, where at some condition we would require university examination to be taken as per 753 local levels. So, what the proposed solution is, we have to rely on creative works of students as well to determine how much they have learned and how much they can perform on works besides their examination. This would immediately result in publication of works as ultimate solution, which is widely accepted fact and a measure used worldwide by scholars to determine how much any person has learned besides his grades in examination. Publications and Grades are directly proportional in most of the cases, and to achieve directly proportional in all cases should be our motto because those who can do good in examination can work on papers and publications better, where as those who can do better in papers and publications can get better grades in examination. That is a fact. And thus, it solely relies on our examination system, where syllabus has included theory and practicals to determine the true capacity of student towards learning. This is same for higher education too.
